the GPL only applies to re-distribution. If you make changes and only use
the changed version for personal use or within your organisation, that
doesn't count as distribution under the GPL.

As far as I'm aware, the documentation isn't explicitly licensed,
so normal copyright would apply (IE - you can only change or redistribute
with the permission of the copyright holder).
