I just discovered that Subversion may be the culprit! I did an xcopy /s /e <source> <destination> and without any modifications my new destination folder will run the GLI without a problem. I hope this solves my problems.

I have been keeping my internal svn respository up-to-date with frequent commits after changes and recompiles, making sure that any new files were being added.

I've attached the output of running pluginfo.pl -describeall. The error indicated seems to be most clearly understood when reading the debug file that I sent before. I'll re-attach it for reference. My guess is that for some reason a plugin (perhaps BasePlugin.pm?) has errors that can't be parsed now. I don't have a clue why though.

Also, I did not initially recompile either Greenstone or the GLI once I moved it to the new folder. I just recompiled it and still get the same errors. I'm attaching the output of running gli/gli.bat as well to see if that sheds any new light on this.

How did you do the copy? you said svn export. Did you then recompile everything? svn export won't copy over any compiled stuff, only the files that svn knows about.

gsdlsite.cfg in cgi-bin folder will be generated from gsdlsite.cfg.in when you run the web server I think. If you are only using local library then you won't need it.

Check that there is no path info in setup.bat. There shouldn't be.
You can try, in a terminal, running setup.bat, then perl -S pluginfo.pl -describeall and see what errors you get.

I'll also attach the output of gli.bat -debug in case that reveals anything I haven't noticed yet.
