The .mds files are GLI-specific files for describing the elements in a
metadata set. The .mds files are the only types of files that the
GLI understands for describing metadata sets, so unfortunately you can't
use any other type of file for this.
To create a new metadata set or extend an existing one you can use the
metadata set editor tool included in the GLI: Metadata Sets -> Edit Sets.
