Hmmm, not sure what has gone wrong here. Check the perllib/encodings.pm
file - windows_1252 should be listed here.
Also check gsdl/mappings/ - there should be a win1252.ump file in both
from_uc and to_uc folders.

Unrecognized and rejected documents don't affect the overall outcome of
build. These documents will not be included in the collection, but as
long as some documents are accepted, then the build should be successful.
