Restarting it once is enough -- restarting it any more than that isn't
going to have any effect.

I suggest you try running the gliserver script from the command prompt
to see if you get the same error. Start a command prompt, change to the
Greenstone directory, run "setup", then change into the "cgi-bin"
directory and run "perl -S gliserver".
