Hi Birgit,

This problem sometimes occurs if Greenstone can't create or write to the
users.db and/or key.db files in the gsdl/etc directory. If you are
running Greenstone under linux or similar you'll therefore need to
ensure that your webserver has write access to these files (or that it
has write access to the gsdl/etc directory, if the files themselves
don't exist yet).
