Yes, you are quite right: this is not ideal. The person who created the Windows installer said that he found that "attempting to modify or repair an existing installation had a habit of messing things up rather badly", so this functionality was disabled.

At some point we should definitely track down what was causing those problems, and fix them. Maybe we will have time when we produce the next release.
