I recommend that you download the latest version of greenstone (2.40)
(http://www.greenstone.org/english/download.html) - this includes the
librarian interface - a tool for building collections, including functions
such as adding metadata to documents and creating subject hierarchies etc.
the alternative is to create metadata.xml files by hand - these list
metadata for documents or groups of documents. these are described in
chapter 2 of the greenstone developers guide
