It looks like the people who wrote MG didn't make any windows bat files.
To use mgbuild under windows you will need to convert the .sh file into
a .bat file.
Alternatively you can write your own bat file. The man page for
mg_passes gives a basic list of commands needed to create a database.

Regarding mgpp, you can download it from cvs:
