John replied:

You also need to make sure you don't have HTMLPlug in your config file,
since it blocks GIF and JPG files. And as John says, you'll probably want
to introduce metadata somehow (e.g. metadata.xml files).

However, I can report that at least one person has got ImagePlug working
on Windows using the above strategies (though I cannot remmeber who).
