I didn't use the GLI. For the test I manually edited a doc.xml file in
the archives directory and then rebuilt the collection with buildcol.pl,
skipping the import step. Worked fine. I also tried putting
"<dc.Title>Test DC Title" in a .item file, ran the import and build and
it all worked.

If the GLI creates a metadata.xml file in the import directory, you have
to specify a plugin to process it in the collect.cfg.

I really can't think of anything else at the moment. Maybe one of the
Greenstone folks may have more ideas.
