Capacity-Building

An Aproach to People-Centred Development (new)

The prime purpose of Oxfam and similar development agencies is to assist poor men and women in improving their situation and exercising their right to participate fully in the development of their societies. Aid agencies that ignore people's existing strengths may create dependency, and so make people more vulnerable than before.

This book examines the concept of capacity-building and why it is such an integral part of development. It considers specific and practical ways in which NGOs can contribute to enabling people to build on the strengths they already possess, while taking care not to undermine such capacities.

Capacity-Building reviews the types of social organisation with which NGOs might consider working, and the provision of training in a variety of skills and activities, for the people involved and for their organization. The particular importance of using a capacity-building approach in emergencies, and of the dynamic and long-term nature of the process, is also emphasised.

• Deborah Eade is a writer and researcher on development and relief, with several years of experience as an Oxfam Deputy Regional Representative for Mexico and Central America. She is editor of the international quarterly Development in practice and is a regular consultant for major international agencies. She is co-author of The Oxfam Handbook of Development and Relief(1995).

Adult Literacy

A Handbook for Development Workers

This is a book for development workers who have no formal training in adult education or literacy, but find themselves having to respond (as planners, trainers, or teachers) to requests for 'literacy'. Most of the book is essentially practical: it describes the different stages in planning, teaching, and evaluating a small-scale literacy programme, and offers suggestions for using available materials, and developing new ones designed for specific situations. But its main purpose is to explore some of the central issues in the debate about the role of literacy in development.

The authors draw on their own wide range of experience, and that of Oxfam and VSO, for case-studies to illustrate the consequences of introducing literacy - a far from simple process - to individuals, groups or communities.

Paul Fordham is Honorary Professor in the International Centre for Education in Development at the University of Warwick. Juliet Millican has worked in Adult Education and in literacy for many years. Deryn Holland works locally and internationally as a trainer, researcher, and writer in adult education and literacy.
