|2. Helping small projects - concepts and steps|
This chapter describes the procedures GATE has developed to support small self-help projects through a financing fund. A computer program "KPFM"1) has been developed to support the procedure at numerous stages. This program is described in chapter 3. which details the technical, computer-assisted management. The present chapter, however, describes the procedural set up.
The usual work steps in managing a GATE small-project fund are described in four sections:
- processing project applications
- monitoring project implementation
- project evaluation
- program evaluation.
Each section begins with a description of the concept. To ensure that the process structure of the chapter is not impaired, details on the support provided by the KPFM program to specific procedures and the standard letters used by GATE in each instance are provided in a text box at the end of each section.
