13. The role of co-operatives in the process of structural adjustment: New challenges and ILOs approach

This paper briefly describes the policies and instruments of structural adjustment programmes and their effects on co-operatives. ILO’s approach to SAP’s in general, and to co-operatives in particular, are presented. SAP’s are seen not only as factors which affect traditional co-operative development approaches but as new challenges. Co-operatives as voluntary, self-reliant organizations can bring support to small producers and consumers. They may be particularly useful for vulnerable groups, women, youth, the aged and tribals. Moreover, their role in strengthening democratic policies and procedures is underlined.
