Some of the suggestions made in the paper emerged in the Western Regional Seminar on National Agricultural Policy held at the Institute of Rural Management, Anand on January 10-12, 1991. The Seminar was sponsored and financed by the Indian Society of Agricultural Economics and directed by the author.
