CHAPTER I: Basic Concept of Development of Enterprises and Organizational Structure

This chapter describes the general framework for the identification and realization of development of enterprises projects, namely:

- the working out of a basic concept and

- the determination of a diagram of organization.

This chapter is destined for initiators of development of enterprises projects and for all other persons responsible for a project.

Swisscontact's concept is used as the basic framework. Deviations, in the sense of adaptation to local circumstances, are customary and reasonable.

The objective of the initiators of development of enterprises projects has to be laid down in a basic concept for the attention of the financial backers and the staff members entrusted with the execution of the project. If several projects of the same kind are foreseen, it is advantageous to lay down a generally valid diagram of organization.

In the following chapters the procedure is shown which Swisscontact has developed for itself and makes us of.

The fundamental idea is to bring the craftsmen to the point where they can help themselves which finally makes them independent from development organizations. For this reason, ways and means must be found to hand over the project to a local organization at some point of time.

As far as technical enterprises are concerned, it is necessary that training facilities exist in the project country, so that the necessary manpower can be recruited locally. This does not mean, however, that additional training is superfluous, quite to the contrary.
