Protecting the victims of armed conflicts is a field in which humanitarian aid is both much in demand and particularly difficult to implement. The context of this protection is defined by the following sequence, the three main elements of which will be briefly described:

- the conditions permitting peace;
- the factors that cause peaceful situations to develop into war;
