      OPEN TOWNHALL MEETING OF THE PEOPLES OF OLLANTAYTAMBO


      A: BOARD OF DIRECTORS OF THE FIRST OF INDIAN MOVEMENTS 
         OF SOUTH AMERICA. 

      The authorities and the people in general of Ollantaytambo 
in an open townhall meeting agreed: 

      CONSIDERING: 

      I. That, Indian for us is social reality and not racial. 

      II. That, the philosophical, political and cultural prin-
ciples of the gathering at the First American Indian Congress is 
supported in all its environs. 

      III. That, the indian representation in the person of our 
brother Virigilio Roel Pineda has come under question. 

      IV. That, the declaration of "World Capitol oœ Indians" for 
the city of Ollantaytambo has been questioned by the politicized 
delegation-of our sister the Republic of Bolivia. 

      AGREES: 

      With autonomous character and with full representation. 

      I. The people of Ollantaytambo representatives of all the 
Ayllus fully support the representation of the brother Virigilio 
Roel Pineda and indemnifies the inferred offenses on himself and 
his people. 

      II. Proclaim the Inca city of Ollantaytambo, proclamation; 
World Capitol of Indianity. 

      III. Establish the World Indian University in Ollantaytambo 
in accordance with the objectives of the gathering of the 
Congress and to name our brothers Virigilio Roel Pineda y Dario 
Gutierrez as Directors who will lay the groundwork for 
organization and also to include 2 delegates from Ollantaytambo 
that will make a total of four persons as directors of this 
University. 

      IV. Formulate the declaration of Ollantaytambo for 
humanity. 

      V. Make known these agreements to the First American-Indian 
Congress. 

     Wherefore, philosophical, doctrinal and political conception 
is for us a real option of Indian social revindication for all 
Peruvians as a cosmic society who wish to reconstruct the values 
of the great Tahuautinsuyo and form the American-Indian nation.
