III. Introduction
According to the last national census in 1991, India has a
population of 846.3 million. 25.7 per cent of its people lived in urban
settings. Life expectancy at birth is 62.8 years for males and 64.2 years for
females. India ranks 138 on the Human Development Index of UNDP. Its health and
education expenditure is both approximately 2 per cent of the total public
expenditure. Per capita annual expenditure on health is US$ 0.43. The national
AIDS budget is about US$ 25 million. The budget has increased in recent years.
