The goal of this chapter is to map out the creation of a health-care system according to the general principles applicable in normal situations, while making allowance for the specific constraints and criteria obtaining in emergency situations. In particular, this chapter will examine the bases of health-care systems in general, as well as the similarities and differences between systems established for normal purposes and those set up for emergencies, and the relations between the two types in a given situation. |
