I tried to make my collection both with command line and GLI. But in both cases I found no document in my collection saying "this collection has 0 docuemts and it was build 0 days ago"

The "-archivedir" option to import.pl and buildcol.pl is not available in the GLI because it expects the archives files to be in a certain place.
As Diego points out, you can specify this option to the import.pl and buildcol.pl scripts when building from the command-line. Alternatively, you can put this option into the collect.cfg file, eg:
archivedir "E:\archives"
