Try looking at the guidelines in the www.imarkgroup.org training course produced by FAO and Unesco. The module on Digitization and Digital Libraries has units on metadata, creation of digital documents, creation of digital libraries, and uses Greenstone as an example. It’s aimed at the beginner, but may give you some ideas.
