What if you run the setup.bash manually in the /usr/local/gsdl directory as follows:
source setup.bash
then go back to the gli directory and try it again.

It is an odd error because I can see that setup.bash is very much
there in /usr/local/gsdl.
Would anyone know what might be the problem?
