I also have slight problems with encoding character while trying to build a collection using the PagedImgPlug and a XML format for metadata: with which software and options should I create the .item file to guaranty a correct handling of diacritics?
Using notepad, with 'text file *.txt' as Type and 'UTF-8' as Coding doesn't directly work. I'm worried the keyboard (in French) or operating system (W-XP in French) also has an influence...
Any help on this would be very much appreciated

Are you including files with non-Latin characters in their names?
Perhaps you could send me an example file that has the problem and I'll try it here.
