I'm afraid the help pages are a bit out of date, and the -mirror method
doesn't work anymore. Your second attempt is the correct way to enable
mirroring, ie edit the config.xml. Once you have done that you should be
able to start a new collection and see the browse/mirror tabs. Each
collection remembers its workflow settings and so won't display the
