Appendix: Goals for children and development in the 1990s

36. The goals enunciated in the Declaration and this Plan of Action are ambitious and the commitments required to implement them will demand consistent and extraordinary effort on the part of all concerned. Fortunately, the necessary knowledge and techniques for reaching most of the goals already exist. The financial resources required are modest in relation to the great achievements that beckon.

And the most essential factor - the provision to families of the information and services necessary to protect their children - is now within reach in every country and for virtually every community. There is no cause which merits a higher priority than the protection and development of children, on whom the survival, stability and advancement of all nations - and, indeed, of human civilization - depends. Full implementation of the Declaration and this Plan of Action must therefore be accorded a high priority for national action and international co-operation.
