2.5.4 National efforts to prevent violations
A State Party must do all it can to prevent and put an end to
violations of the treaty- on territory over which it has jurisdiction or
control, or by persons over whom it has jurisdiction or control (i.e. not only
its own citizens but also those of other countries present on its territory)
(see Art. 9). It is also required to adopt national laws or enact other
administrative or regulatory measures to prevent and punish prohibited
activities. Such action should, where appropriate, include criminal penalties
for
violation.
