The Authors

Kevin M. Cleaver, Director of the World Bank's Africa Technical Department, is a specialist on agricultural issues in Sub-Saharan Africa. He holds a Ph.D. in economics from the Fletcher School of Law and Diplomacy, Tufts University. Mr. Cleaver's previous publications include A Strategy to Develop Agriculture irr Sub - Saharan Africa and a Focus for the World Bank (1993), An Agricultural Growth and Rural Environment strategy for the Coastal and Central African Francophone Countries (1992), and Conservation of West and Coastal African Rainforests (1992), as well as articles on African agriculture.

Gotz A. Schreiber is Principal Economist in the World Bank's West Central Africa Department. He studied at Bonn, Yale, and Johns Hopkins universities and holds a Ph. l;) from Johns Hopkins. Mr. Schreiber has worked in the areas of macroeconomic policy, agricultural and rural development, human resources, and natural resource management. His previous publications have dealt with rural development and natural resource management issues.
