The teacher should remember that there are many levels of curriculum decision-making: national, institutional, instructional and individual. Where some of these may be outside the direct control of the teacher, others are entirely 0a or her responsibility. Understanding the educational process as a whole can empower the teacher and make him/her an active participant in this process rather than an outside observer.
